Town Meeting Child Care Service for North Andover School Age Students (K-6th) – Registration Required

Community Programs, at the request of the Town Moderator Mark DiSalvo, will be offering a child care service to families attending Town Meeting at the High School on Tuesday May 16, 2023. It is provided to North Andover school age students (K – 6th grade). Please be advised that this is not a drop in program and you must pre-register for a spot in order for us to properly staff the program.  Drop off will begin at 6:25PM and we ask that you pick up your child no later than 10:00PM.

The Town of North Andover is conducting a feasibility study to develop a pathway along the former Essex Railway Corridor across Sutton Pond and into the Mill District. The study will examine a multi-modal path designed to accommodate bicyclists, pedestrians and other non-motorized vehicles.

The Downtown Shared Use Path project would construct a bridge over Sutton Pond and a boardwalk around the wet meadow behind the
Avalon Apartment complex to accommodate the multi-modal path.

As part of the feasibility study, we are reaching out to community members to gain their perspectives.

Article 15 and Article 16: Citizen Petition- An Act to Amend the Town By Laws – Annual Town Meeting and Citizen Petition – Petition General Court – An Act to Amend the Town Charter – Town Meeting Procedures


These articles are citizen petitions regarding the date and time of Town Meeting.  The first article would require the Select Board to hold any postponed Town Meeting on a Saturday morning or any weekday evening Monday through Thursday at 7 PM.  Currently the language only allows for weekday evenings.


The second article requires that the Select Board hold Town Meeting in the month of June rather than in May when it is currently held.

Reminder: Curbside Leaf Collection – Spring 2023

To assist residents with spring clean-ups, the Town will be collecting leaves placed in biodegradable paper bags during the weeks of April 10th, April 24th, and May 8th of 2023.  The pickup happens on each street only ONCE a week (not on trash day), so please put your bags curbside prior to 7am on Monday* to be sure to not be missed.  
*The DPW recommends placing bags curbside Sunday so you won’t miss the truck.

Article 14: Citizen Petition – Ban on single use disposable plastic bags

This article is a new bylaw submitted by North Andover residents “North Andover Citizens for Sustainable Living,” and would promote the use of reusable bags by regulating the use of single use plastic checkout bags in Town. The bylaw would apply to food establishments of more than 3,000 square feet of finished area, not including nonprofit festivals, religious institutions and schools.   Food establishments would be required to use a recyclable paper bag or a reusable checkout bag.  The bylaw would be enforced by the Health Department and businesses that do not comply would be subject to financial penalties.  The bylaw would go into effect on January 1.

The North Andover Police Department is once again participating in the National Take Back Initiative. This event is taking place today, Saturday, April 22, 2023, from 9:00am – 1:00pm.   The drop off site is the North Andover Police Department located at 1475 Osgood Street.

Article 13: Citizen Petition– “The William Symmes, Jr. Act”
