Article 21: Transfer to Stabilization


The Town is requesting to transfer $140,162 to the Stabilization Account.  The Stabilization Account is the Town’s savings account.  The Town saves money there to be used in emergency.  Some like to refer to the account as the rainy day fund.  The Town has financial policies in place that advise the town to maintain 5% of General Fund revenues in the Stabilization Account.  After this year’s transfer, the Town will have over  $5,000,000 in the fund. To appropriate from the Town’s Stabilization account requires a 2/3rd vote of Town Meeting.

Article 16- Revolving Fund Spending Limits


Every year Town Meeting authorizes the Town’s revolving accounts and sets spending limits for those accounts.  A revolving fund separately accounts for specific revenues and earmarks them for expenditure by a board or officer without appropriation for particular purposes to support the activity, program or service that generated the revenues.  Town Meeting authorizes the revolving account, its use, and how much can be spent from the account each year.

Last Chance to Share Your Thoughts with the Route 125 Survey

The Town of North Andover is conducting a study of the Route 125 Corridor between Sutton Street and the Haverhill city line.The Town is working with Nitsch Engineering and Innes Associates to assess transportation, infrastructure, and zoning in the area. We’ve received great feedback and are eager to hear more. Those who have not taken the survey are encouraged to do so here before it closes next week: https://arcg.is/1q0X0C

This process will involve multiple public engagement efforts to build an understanding of concerns and opportunities on Route 125. Keep updated on upcoming public meetings and the progress of the study on the website: https://route-125-corridor-study-nitsch.hub.arcgis.com/

This article funds the Town’s Capital Improvement Plan for FY21.  The Town has a five year capital improvement and capital budgeting plan, which it updates annually.  The Town’s Capital Improvement plan can be found here: https://drive.google.com/drive/folders/1dYjDEcCd_NEkOx5DwegjkFO7SlS46vG3

This year the Town is requesting to fund 18 projects. There are various funding sources which include: free cash, grants and enterprise fund retained earnings.  Information on the various projects can be found in the Capital Improvement plan linked above.
