The Town of North Andover seeks qualified applicants for the full-time (40-hours a week) position of

Community Service Officer. 

Essential Functions

Under the direction of the Administrative Services Director the Community Service Officer acts as the Town of North Andover Animal Control Officer and Animal Inspector.  Responsible for the enforcement of all animal control regulations and presents animal awareness and safety information to the general public. Investigates cases of dog bites, takes into custody sick or injured animals or animals requiring restraint.  Conducts investigations of citizen complaints regarding sick, stray or vicious animals, conducts interviews, observes and examines animals, assesses any violation of Town animal control ordinances and takes necessary action including catching, confining and quarantining animals.  Issues violation notices to animal owners as necessary, appears as a witness in court hearings.  Aids in the rescue of trapped, wounded, sick or injured animals.  Transports animals to the Animal Hospital or MSPCA.  Oversees the disposition of deceased animals on local roads.  Takes notice of parking violations and issues violation notices. Supervises the Town’s crossing guards, ensures adequate crossing guard coverage, and provides training and guidance.  Fills in as police matron and crossing guard as necessary.  Acts as document courier for the Police Department and Town offices.

Qualifications:  High school diploma or equivalent and valid Massachusetts driver’s license.  Ability to achieve Certification as Animal Control Officer from the Animal Control Officers Association of Massachusetts is required.  CPR/First Responder certification preferred.  One to three years experience working with animals preferably in animal control.  Thorough knowledge of public health implications of animal diseases and potential harm to humans.  Candidate must be organized and maintain the ability to handle multiple tasks.  Ability to deal tactfully and effectively with other municipal staff and the general public is required.  Candidate must have strong computer skills and the ability to prepare and maintain accurate written reports.  

Criminal History Background check required.  

Hiring Salary Range (Depending on Qualifications):  $47,925 – $49,900 with an additional annual stipend of $3,600 paid monthly.

Schedule:  Monday – Friday 7:30 am -3:30 pm (may be called on off hours to assist in the disposition of animal complaints and investigations).
