Town Meeting Straw Poll

May 12, 2026 Annual Town Meeting

North Andover continues to be a laboratory for what Town Meeting may be like in the future.  Once again we are testing whether deliberative results from Town Meeting represent the opinion of the citizenry at large.  For the sixth time we will be conducting a straw poll inviting citizens to state their opinion on each article whether or not they attend Town Meeting. The straw poll, launched electronically via the town website, will be live through Town Meeting until its adjournment.  Comparative results will be published post the adjournment of the meeting.  The votes in this straw poll will not count but merely be an expression of opinion of the people who chose to make that opinion known. Completing this is not a substitute for attending Town Meeting as all deliberative benefits and power is in the room.  You are invited to do both – express your opinion here AND come to Annual Town Meeting on May 12th at 6:30pm on the North Andover High School.

Announcement and Reservation System

North Andover Town Meeting endeavors to take every measure to ensure that individuals with disabilities are not excluded, denied services, segregated, or otherwise treated differently, so that all may participate in our deliberative democracy. The following is a list of services available to those in need of vision, hearing, or mobility support, provided by the Town Clerk, Chief Technology Officer, and Town Moderator.

  • The Town has Chromebooks, made available by the Stevens Memorial Library, for those with vision or hearing impairments so they can follow Town Meeting more easily while in attendance. These devices will stream the live meeting and include embedded closed captioning. No technical ability is required to access these devices. Please contact the Town Clerk’s office to reserve a device.

  • The Town Clerk’s Office and the technology vendor servicing Town Meeting provide wireless assistive hearing devices that enhance the use of hearing aids and cochlear implants and assist people who are hard of hearing but do not wear hearing aids. Please contact the Town Clerk’s Office to reserve a device.

  • The Town can print this year’s warrant in Braille. If you or someone you know attending Town Meeting needs a Braille copy or any of the auxiliary aids or services identified in the “Americans with Disabilities Act” to participate in Town Meeting, please contact the Town Clerk’s Office.  

  • If you require handicapped parking access or need special parking accommodations, please contact the Town Clerk’s Office for advance arrangements.

  • The North Andover High School auditorium has reserved wheelchair seating and is fully accessible.

Article 24 Amend Zoning Bylaw- Article 8, Supplementary Regulations Part 14 and Ch. 195 Attachment 2, Table 1 – Summary of Use Regulations

Article 25 Amend Zoning Bylaw – Article 8, SUPPLEMENTARY REGULATIONS Part 3 Site Plan Review


These articles both relate to Accessory Dwelling Units and are housekeeping articles.  Action was taken on the Accessory Dwelling Units zoning bylaw last year, and this just makes small changes required by the attorney general’s office.

Article 22: Accept Massachusetts General Laws Chapter 200A, §9(a)

This article is a local option that allows the Town to publicize a list and then return to the general fund uncashed checks, like payroll and vendor checks.  Currently those abandoned checks would go to the state instead.

Article 21: Amend District Agreement with Greater Lawrence Regional Vocational Technical High School to Permit Hangar Lease

The District Agreement with Greater Lawrence requires Town Meeting approval in order to enter into a lease agreement.  The School district is leasing an airport hanger in order to continue their new airport mechanic program.

Can’t make Town Meeting on Tuesday, May 12th?  Town Moderator Mark DiSalvo continues the innovation of allowing remote participation for citizens who are unable to attend but hope to contribute to the judgments made.  Simply use the form below or text your Town Meeting questions to (978) 2163774.

· You must be a current registered voter in North Andover.
· Only a question may be submitted. Comments, amendments or motions are not allowed.
· You must submit a verifiable phone number where your identity and question may be confirmed.
· This form is only for people who will not be attending Town Meeting. If you are at Town Meeting, you will be required to ask the question in person.

Article 1: Reports of Receipts and Expenditures

Article 20: Transfer to Capital Stabilization 

The Town is requesting to transfer $350,000 into the Town’s Capital Stabilization Account.  The Capital Stabilization account is the town’s savings account to purchase capital items. The purpose of this stabilization fund is to accumulate money in order to purchase larger capital items without relying on debt.  To appropriate from the Town’s Stabilization account requires a majority vote of Town Meeting.
