Town Meeting Child Care Service for North Andover School Age Students (K-6th) – Registration Required

TOWN MEETING CHILD CARE SERVICE 5/12/2026

At the request of Town Moderator Mark DiSalvo, North Andover Public School Community Programs will be offering a child care service to families attending Town Meeting at the High School on Tuesday May 12, 2026. It is provided to North Andover school age students (K – 6th grade). Please be advised that this is not a drop in program and you must pre-register for a spot in order for us to properly staff the program.  Drop off will begin at 6:15PM and we ask that you pick up your child no later than 10:00PM.  Please look for signs as you enter the high school that will direct you to our location (2nd floor – library).  *Please send your child with a peanut free snack and drink!

Registration deadline:  May 10, 2026

Location:  North Andover High School Library (2nd Floor)

Time:  6:30PM – 10:00PM

Cost:  Free

North Andover Fire Department Extinguishes Fire on Royal Crest Drive

NORTH ANDOVER — Chief John Weir reports that the North Andover Fire Department responded to and extinguished a fire at 45 Royal Crest Drive on Wednesday afternoon.

 

At approximately 3:26 p.m., May 6, the North Andover Fire Department responded to a fire in an apartment complex.

 

Crews quickly extinguished the fire, containing it to the unit of origin, located on the second floor. Residents from 11 other units were displaced due to smoke and water damage.

 

No injuries were reported.

 

Mutual aid was provided by the Lawrence Fire Department on scene. Andover Fire Department and Methuen Fire Department provided station coverage.

 

“I want to thank our crews and mutual aid partners for their quick response time in knocking down this fire,” said Chief Weir. “Aggressive work was performed by on-duty crews to ensure the fire was contained and didn't cause further damage.”

 

The North Andover Fire Department is currently investigating the cause of the fire.

Article 11 Capital Improvements – Water Treatment Plant 


This article seeks to authorize debt from the Water Enterprise Fund for the purpose of replacing equipment within the water treatment plant.  Specifically, the $2,600,000 funding will be used to replace one of the finished water pumps and the emergency generator along with associated control and wiring systems. The existing equipment is original to the plant’s opening in 1991 and are well beyond their useful life. Both replacements are critical to ensuring that we can provide drinking water and fire protection throughout the town.

Article 10: Capital Improvements – Fueling Station 


This article seeks to authorize debt from the General Fund for the purpose of replacing the existing fuel underground storage tanks and installing a new fueling station at the DPW facility on Osgood Street. The existing fuel storage and equipment are over 30 years old and beyond manufacturer’s warranty/useful life.  The $2,000,000 funding will be used to replace the underground storage tanks, install new fueling dispensers along with canopy and new control system.  The fueling station is critical for Police, Fire, DPW and Town/School operations as the station provides fuel to all these departments.

Article 1 Reports of Receipts and Expenditures

Article 18 Snow and Ice – FY26 General Fund Budget Adjustment – WITHDRAWN

 

Article 20 Transfer to Capital Stabilization 

The Town is requesting to transfer $350,000 into the Town’s Capital Stabilization Account.  The Capital Stabilization account is the town’s savings account to purchase capital items. The purpose of this stabilization fund is to accumulate money in order to purchase larger capital items without relying on debt.  To appropriate from the Town’s Stabilization account requires a majority vote of Town Meeting.

 

Article 21 Amend District Agreement with Greater Lawrence Regional Vocational Technical High School to Permit Hangar Lease

School to Permit Hangar Lease: The District Agreement with Greater Lawrence requires Town Meeting approval in order to enter into a lease agreement.  The School district is leasing an airport hanger in order to continue their new airport mechanic program.  

 

Article 22 Accept Massachusetts General Laws Chapter 200A, §9(a). 

This article is a local option that allows the Town to publicize a list and then  return to the general fund uncashed checks, like payroll and vendor checks.  Currently those abandoned checks would go to the state instead.  

 

Article 23 WITHDRAWN 

Article 24 Amend Zoning Bylaw- Article 8, Supplementary Regulations Part 14 and

Ch. 195 Attachment 2, Table 1 – Summary of Use Regulations

Article 25 Amend Zoning Bylaw – Article 8, SUPPLEMENTARY REGULATIONS

Part 3 Site Plan Review

 

These articles both relate to Accessory Dwelling Units and are housekeeping articles.  Action was taken on the Accessory Dwelling Units zoning bylaw last year, and this just makes small changes required by the attorney general’s office.
