Annual Town Meeting is Tuesday, May 17, 2022, 6:30 PM at North Andover High School in the field house.

A masks mandatory section is available in the field house.  A separate masks mandatory and socially distanced seating area will be available in the cafeteria.

 

Please note, the auditorium will only be available if the field house is at capacity.

Reminder for Residents: Water Bills and Excise Tax Demand Bills

Please be advised that Water Bills have been mailed, payment is due by June 16, 2022.
 
If you have not yet paid your Excise Demand Tax Bill, starting tomorrow (May 17, 2022) an additional $22 will be due and it will be moved to the deputy collector. To avoid being assessed this additional fee, please make arrangements to pay any outstanding balances immediately.

Town Meeting Warrant Article of the Day – Article 26

As we ready for Town Meeting, the Town will be presenting information every day on different warrant articles.


Article 26: Rescind unused and unneeded borrowing authorizations.

The Town has several bonding authorizations from past years where the full amount authorized at Town Meeting was not necessary.  We are rescinding these authorizations to take these bonds off the Town's books.  
Think of this like you are pre-approved for a car loan for $25,000, but the car you purchase is only $24,500.  You do not want to keep the extra $500 on your credit report when you do not need it and are not using it.

The MV YMCA Mobile Food Pantry will be collecting non-perishable food items at Annual Town Meeting on May 17, 2022.

Annual Town Meeting is Tuesday, May 17, 2022, 6:30 PM at North Andover High School.  

At the request of Town Moderator Mark DiSalvo, the Merrimack Valley YMCA mobile food pantry will be onsite from 5:30 – 7:00 PM, collecting non-perishable food items.  The most needed items are pasta, pasta sauce, canned vegetables, boxes of rice or small bags of rice, dry beans, canned tuna, and peanut butter.   For more information regarding the Mobile Food Truck, please contact Willie Hernandez at whernandez@mvymca.org.

Parking for Annual Town Meeting, May 17, 2022 at 6:30 PM

Annual Town Meeting is Tuesday, May 17, 2022, 6:30 PM at North Andover High School.  

 

Please be aware that parking and traffic management at North Andover Town Meeting affords several options for residents attending and we ask you to make a plan.  Parking is reserved exclusively for Town Meeting attendees in the south parking lot of North Andover High School (the front main entrance where election day voting parking takes place).  An expanded area for the physically challenged is also reserved for attendees.  The Fire Chief is allowing fire lane parking on the right hand side of the entrance roadway only. On street parking is also available around the High School.  Shuttle bus services for satellite parking at North Andover Middle School will be operating prior to and throughout Town Meeting.  The North Andover Police will be enforcing traffic management and electronic signs boards will provide updated information.  We encourage those attending Town Meeting to arrive early.  Check in starts at 5 PM and the meeting will commence on time at 6:30 PM.

Article 25: MSBA Approval for Kittredge School
The Town has been accepted into the Massachusetts School Building Authority’s Eligibility Period, which is the first step in determining the long-term solution
for the Kittredge School. This vote is the first step in the process as we work with MSBA to determine the Town’s financial and community readiness to enter the MSBA capital process.  If accepted into the process, the Town would be eligible for approximately 50 percent reimbursement of eligible capital expenses related to the project. This vote is one of three at Town Meeting that kicks off the Facilities Master Plan II.

Town Meeting Warrant Article of the Day – Article 24

As we ready for Town Meeting, the Town will be presenting information every day on different warrant articles.


Article 24: Transfer to Capital Stabilization

The Town is requesting to transfer $3,200,000 into the Town’s Capital Stabilization Account.  The Capital Stabilization account is the town’s savings account to purchase capital items.  The purpose of this stabilization fund is to accumulate money in order to purchase larger capital items without relying on debt.  To appropriate from the Town’s Stabilization account requires a 2/3rd vote of Town Meeting.  This year the Town is asking to transfer much more than usual to the capital stabilization fund.  We are doing that because we have some extraordinary new growth due to one project that may not be available next year.  We are using that money as a one time revenue source to save for the future design of the Kittredge School.
