Town Meeting Straw Poll

North Andover continues to be a laboratory for what Town Meeting may be like in the future.  Once again we are testing whether deliberative results from Town Meeting represent the opinion of the citizenry at large.  We are conducting a straw poll inviting citizens to state their opinion at the time they take this straw poll on each article whether or not they attend Town Meeting. The straw poll will be live through Town Meeting until its adjournment.  Comparative results will be published post the adjournment of the meeting.  The votes in this straw poll will not count but merely be an expression of opinion of the people who choose to make that opinion known. Completing this is not a substitute for attending Town Meeting as all deliberative benefits and power is reserved for those at the meeting.  You are invited to do both – express your opinion here AND come to Annual Town Meeting on May 17th at 6:30PM at the North Andover High School.   Your identity will only be used for voter validation. Only straw poll results from North Andover Voters will be counted. All results are anonymous and those anonymized result totals will be shared after Town Meeting.

Reminder: Downtown Zoning Virtual Public Meeting- May 11th at 6:30 PM


The 2018 Master Plan outlined numerous strategies for improving the downtown area, including recommending an update to the downtown zoning bylaws. The Downtown Improvement Master Plan, completed in 2021, provided a conceptual vision for improvements to the public space in downtown. The Town has contracted with Innes Associates to update to its downtown zoning. The zoning update process will help create a vision for the types of uses allowed, building sizes, and design of private spaces.

The Town and Innes Associates will be hosting a virtual public meeting on the downtown zoning update on Wednesday, May 11th at 6:30 PM. We want to hear from the public about their experiences with downtown and what they would like to see there. This meeting will provide opportunities for the public to learn more about zoning and provide input on their vision for the future of downtown.

REMINDER:  Submit Your Questions Regarding the Royal Crest Project

As many residents are aware, Articles 28 and 29 of the Town Meeting Warrant address amending the Town's Zoning Bylaw and Map to make way for the redevelopment of the Royal Crest Estates property on Route 114.  Over the last year and a half, there have been several public meetings about the proposed project before the Planning Board, Select Board, and other public bodies.  Click here to learn more about this project.

As a way of summarizing all of the information about the proposed redevelopment of Royal Crest for residents, the Town Manager, other Town Staff, and the Chairs of the Select Board and Planning Board will provide a presentation that will be broadcast by North Andover CAM starting later next week.  If you have any questions about the project that you would like the Town Manager to address as part of the presentation, please submit them by Monday, May 9 at noon to: royalcrestproject@northandoverma.gov  

We appreciate that many people may want to submit comments, but please note that we are only taking questions ahead of this presentation.  Thank you for your participation and we look forward to providing as much information as we can to residents about this project ahead of Town Meeting.

Article 23: Transfer to Stabilization


The Town is requesting to transfer $221,200 to the Stabilization Account.  The Stabilization Account is the Town’s savings account.  The Town saves money there to be used in emergency.  Some like to refer to the account as the rainy day fund.  The Town has financial policies in place that advise the town to maintain 5% of General Fund revenues in the Stabilization Account.  After this year’s transfer, the Town will have over  $5,000,000 in the fund. To appropriate from the Town’s Stabilization account requires a 2/3rd vote of Town Meeting.

2022 Town Meeting Warrant

Article 21 and 22: Dissolution of the Steven’s Estate Enterprise Fund and transfer of all remaining capital funds to the Steven’s Estate revolving Account

Over the last year, the Town has successfully transitioned the everyday management of the Stevens Estate to Fireside Catering, and is now funding any costs associated with the estate through a revolving account.  These articles will dissolve the Enterprise Fund, which is no longer needed, and will move any remaining capital funds available for the Stevens Estate over to the revolving account so they can continue to be used to benefit the estate.
