Article 28 and article 29 are zoning bylaw amendments and provides for personal services establishments within the Business 4 Zoning District and the Downtown Overlay District Historic Mill Area, Subdistrict A. Personal services establishments are establishments providing personal services to the public such as shoe repair, barbering, dry cleaning, etc.
