This article would transfer funds from Free Cash to the Fiscal Year 2022 budget, which starts on July 1.  Free Cash should only be used for one time expenses, and both the schools and the town are forecasting one time expenses due to COVID-19 recovery next year.  While there will be federal funding available to the Town for FY22, the funds are very restricted in scope.  These funds will be used by the Town to fund public health staff and by the schools in order to fund services for our students to help with education recovery as well as any social and emotional issues due to the COVID.
