This article would transfer funds from the Assessor’s Overlay Account to the Assessor’s operating fund budget.  The overlay account is created to fund tax abatements.  At times, there is a surplus of funds in that account when abatements have been funded, and that overlay can be released by the Assessors for another use.  The Assessing Department will use these funds to pay for data collection services, which will help the town meet its statutory obligations.
