Public Information Meeting – Tonight! Route 114 Corridor Improvements – North Andover Please join us tonight for an In-Person Public Information Meeting to update the public on the status of the Route 114 corridor improvements between Waverly Road and Willow Street/Mill Road, in North Andover. The meeting will be held tonight on Wednesday, May 6, 2026, at the Merrimack College Arcidi Center at 20 Rockridge Road in Andover, starting at 6:30 p.m. The public is encouraged to attend this meeting to learn more about the project and provide feedback. MassDOT will review the project background, introduce the project's construction team, review the upcoming construction activities and schedule, and provide a public involvement overview. This event will include a formal presentation followed by an opportunity to ask questions and make comments. Public input will be reviewed and considered to the maximum extent possible. This meeting will be recorded and made available online for those who are unable to attend.
This project involves roadway safety, pedestrian and cyclist, and traffic signal improvements along the Route 114 corridor in North Andover.
The work includes the reconstruction of Route 114/Turnpike Street, and the replacement and addition of sidewalks, curb ramps, and shared-use paths, with connections to local streets, businesses, and Merrimack College. This project also includes improvements to roadway drainage, landscaping, hardscaping, and the relocation of utilities within the corridor.
Early work started on Monday, April 27, which includes the installation of construction signage and site preparation. Tree protection and removal, test pit excavation, demolition of four structures at the intersection of Route 114 and Hillside Road, and center median work are anticipated to begin as early as mid-May.

Article 10: Capital Improvements – Fueling Station
This article seeks to authorize debt from the General Fund for the purpose of replacing the existing fuel underground storage tanks and installing a new fueling station at the DPW facility on Osgood Street. The existing fuel storage and equipment are over 30 years old and beyond manufacturer’s warranty/useful life. The $2,000,000 funding will be used to replace the underground storage tanks, install new fueling dispensers along with canopy and new control system. The fueling station is critical for Police, Fire, DPW and Town/School operations as the station provides fuel to all these departments.
