DEVELOPMENT AND MANAGEMENT OF THE STEVENS ESTATE EVENTS AND CONFERENCE CENTER RFP

In accordance with M.G.L. c30B and Article 16 of the Annual Town
Meeting of 1997 and Articles 5 and 7 of the Special Town Meeting of
1994 (Appendix A), the Town of North Andover (“Town”) is soliciting
proposals from qualified entities, with statements of qualification, to
expand, enhance and manage the events and conference center facilities
at the Stevens Estate at Osgood Hill property located at 723 Osgood
Street, North Andover for the stated purposes and in accordance with
design objectives and restrictions specified herein (the “Project”).
For the purposes of this RFP, the terms “Estate” will refer to the
entire, original 153-acre estate, while “Facility” will refer only to
said portion of the Estate that includes all existing structures and is
the object of this RFP and further defined below.

The RFP is available from the North Andover Town Manager’s Office, 120
Main Street, 2nd Floor, North Andover, MA 01845 on or after March 20,
2019, Monday (8:00 AM – 4:30 PM); Tuesday (8:00 AM-6:00 PM); Wednesday
(8:00 AM-4:30 PM); Thursday (8:00 AM-4:30 PM); Friday (8:00 AM-12:00
PM). Interested firms must be able to demonstrate that they meet all
requirements as outlined in the project’s Scope of Work.
Notice of this RFP is published in the Central Register (which is a
weekly publication of the Office of the Secretary of the Commonwealth),
the Eagle-Tribune (a newspaper of general circulation) and posted on
the Town website (www.northandoverma.gov) under “Bids, Quotes and Proposals

The Town will accept proposals delivered in person or by mail. All
proposals must be received by 11:00AM on May 1, 2019 to be considered.
Proposals submitted by fax or by electronic mail will not be
considered. All proposals must be submitted to:

The Town may cancel this RFP or reject in whole or in part any and all
proposals, if they determine that cancellation or rejection serves the
best interest of the Town.

The Board of Selectmen have appointed a Town Manager Search Committee and have retained the services of Municipal Resources, Inc. (MRI) to assist them in the search for North Andover’s new Town Manager.  MRI specializes in recruitment of municipal executives and will be guiding the Committee through this process
