DEVELOPMENT AND MANAGEMENT OF THE STEVENS ESTATE EVENTS AND CONFERENCE CENTER RFP

 

In accordance with M.G.L. c30B and Article 16 of the Annual Town Meeting of 1997 and Articles 5 and 7 of the Special Town Meeting of 1994 (Appendix A), the Town of North Andover (“Town”) is soliciting proposals from qualified entities, with statements of qualification, to expand, enhance and manage the events and conference center facilities at the Stevens Estate at Osgood Hill property located at 723 Osgood Street, North Andover for the stated purposes and in accordance with design objectives and restrictions specified herein (the “Project”). For the purposes of this RFP, the terms “Estate” will refer to the entire, original 153-acre estate, while “Facility” will refer only to said portion of the Estate that includes all existing structures and is the object of this RFP and further defined below.

 
The RFP is available from the North Andover Town Manager’s Office, 120 Main Street, North Andover, MA 01845 on or after January 10, 2019, Monday (8:00 AM – 4:30 PM); Tuesday (8:00 AM-6:00 PM); Wednesday (8:00 AM-4:30 PM); Thursday (8:00 AM-4:30 PM); Friday (8:00 AM-12:00 PM). Interested firms must be able to demonstrate that they meet all requirements as outlined in the project’s Scope of Work.
 
Notice of this RFP is published in the Central Register (which is a weekly publication of the Office of the Secretary of the Commonwealth), the Eagle-Tribune (a newspaper of general circulation) and posted on the Town website (www.northandoverma.gov) under “Bids, Quotes and Proposals”
 
The Town will accept proposals delivered in person or by mail. All proposals must be received by 12:00 noon on February 13, 2019 to be considered. Proposals submitted by fax or by electronic mail will not be considered. All proposals must be submitted to:

Brian will discuss the Senior Circuit Breaker Tax Credit available to qualifying Massachusetts residents who are age 65 and over. Discussion will include eligibility and qualifying criteria, how to calculate one's CB Credit amount, and how to file and receive the refundable credit from the Commonwealth through the Mass. Dept. of Revenue.

Open Burning Season Starts January 15 and Ends May 1

If you already have an existing valid burn permit, you should have received a confirmation email with a link to update information as needed. You may activate your existing permit to burn on approved days.
A permit must be obtained from the local fire chief. Weather conditions can change rapidly, especially in the spring, and the fire department will determine on a daily basis when it is safe to conduct open burning. If winds kick up or other atmospheric conditions change suddenly, making it unsafe to burn, permits can be rescinded (cancelled).

Step 3: Activate your valid Burn Permit when burning on allowed days.

* If you have already filled out a valid application and have read the regulations, proceed to “Step 3” to activate your permit for each day you wish to burn.

Open burning must be done:

  • By activating a valid burn permit on the day of burning.
  • Between 10:00 a.m. and 4:00 p.m. from January 15 to May 1.
  • At least 75 feet from all buildings.
  • As close as possible to the source of material being burned, according to Department of Environmental Protection regulations (310 CMR DEP 7.07).
  • When air quality is acceptable for burning. Call the MassDEP Air Quality Hotline at (800) 882-1497 or visit MassAir Online to find out if it is.

People conducting illegal burning, or who allow a fire to get out of control, may be held liable for costs of extinguishing a fire, fined, and even imprisoned (MGL c.48 s.13).

Do not leave your fire burning unattended. This is a reason to revoke your burning permit.

No burning will be allowed on “red flag” days announced on local weather reports.

If you are found in violation of these guidelines, your right to burn will be terminated.

Getting slippery out there? We know that road salt can keep our streets safer, but it can have very harmful effects on our surrounding environment. Once washed off of sidewalks and roads, the salt makes its way to nearby rivers, oceans and/or groundwater supplies where it causes a significant change in salinity – interrupting an ecosystem's natural balance. Salty water is much harder for plants to absorb through their root systems and causes great stress on fresh water creatures like fish, amphibians and many invertebrates. A perfect solution has not been determined, but there are many natural alternatives to be explored. You can do your part by using some of these salt alternatives at home!
