Article 29: Transfer to Capital Stabilization


The Town is requesting to transfer $350,000 into the Town’s Capital Stabilization Account.  The Capital Stabilization account is the town’s savings account to purchase capital items.  The purpose of this stabilization fund is to accumulate money in order to purchase larger capital items without relying on debt.  To appropriate from the Town’s Stabilization account requires a 2/3rd vote of Town Meeting.  Currently we are saving money in this account to use to fund the design of projects for Facilities Master Plan 2.  At the end of Town Meeting, the Town will have close to $6 million dollars in this account.

Article 28: Transfer to Stabilization


The Town is requesting to transfer $299,567 to the Stabilization Account.  The Stabilization Account is the Town’s savings account.  The Town saves money there to be used in emergencies.  Some like to refer to the account as the rainy day fund.  The Town has financial policies in place that advise the town to maintain 5% of General Fund revenues in the Stabilization Account.  After this year’s transfer, the Town will have over $5,600,000 in the fund.  To appropriate from the Town’s Stabilization account requires a 2/3rd vote of Town Meeting.

Article 27: Transfer funds from overlay surplus to Fiscal Year 2024 General Fund


The overlay account is a special account under the control of the Board of Assessors and is used to pay for tax abatements and tax exemptions.  Annually, the Board of Assessors may release any surplus funds not needed in that account.  Once those funds are released, they can be appropriated by Town Meeting for a specific purpose.  The $190,000 being released will be used to pay for one time expenses by the Assessing Department.

Last week, the Town hosted its first public meeting and information session regarding a potential shared use path that would run from Main Street to High Street in Downtown North Andover.  The project responds to public input conveyed in the Town's Master Plan and Downtown Improvements Master Plan and would provide improved pedestrian and bike connectivity between the historic mill area and Main Street, while providing better access to natural amenities in the area.  If you would like to learn more about the project and watch a recording of the meeting, click here.

Article 25 and 26: Stevens Estate Special Purpose Revolving Fund and Transfer of funds not to exceed $480,000.00 from free cash to FY2023 General Fund


Over the last year, the Town has successfully transitioned the everyday management of the Stevens Estate to Fireside Catering.  The Department of Revenue has advised the Town to create a special purpose revolving fund, which requires the State legislature’s approval.  These articles create that revolving account and transfer the funds used this year to make repairs and renovations on the estate.  The funds being transferred are funds that were already attributed to the Stevens Estate.

The Annual Town Meeting will be held on Tuesday, May 16, 2023. The last day to register to vote is Saturday, May 6 at 5 p.m. Town Hall will be open for in-person voter registration from 9 a.m. to 5 p.m. on Saturday, May 6.

These articles are the Budget articles of Town Meeting and include the regular operating budget, as well as the Town's two enterprise funds (Water and Sewer).
