Biz-M-Power Grant Program for Small Businesses

MassDevelopment has opened a new round of the Biz-M-Power grant program for small businesses.  This funding opportunity is available for businesses with fewer than 20 employees and no more than $2.5 million in revenues. Biz-M-Power makes available matching grants to growth-oriented qualifying businesses. The program aims to help small and microbusinesses offset the costs of acquisitions, expansions, improvement or lease of a facility, purchase or lease of equipment, and other capital needs. Businesses interested in applying will have to show the required 20% of the owner’s funds available at the application point to be considered.  Applications are due by June 15, 2025.  See the links below for more information:

Town Meeting: Know Before You Go

Annual Town Meeting is Tuesday, May 13, 2025, 6:30 PM at North Andover High School.  

 

Parking will be available at North Andover High School, with shuttle bus services for satellite parking at North Andover Middle School beginning at 5:30pm.  Shuttle bus pick up will be at the main entrance of the middle school and drop off will be the main entrance to the high school.  We encourage those attending Town Meeting to arrive early.

Article 16:  North Andover Public Schools – FY25 General Fund Budget Adjustment

 
The North Andover Public Schools are currently projecting a budget deficit of $4,083,000.  This deficit is due to many different factors as will be discussed at Town Meeting.   The North Andover Public Schools is requesting $2,300,000 to be transferred from Free Cash to the FY25 Operating budget in order to offset the deficit.  This transfer is very important because without this transfer the Town would end up in an appropriation deficit, which would gravely impact the FY26 budget as well as our Free Cash calculation.  The School Administration has worked through the entire budget in order to make certain this deficit is not carried into FY2026.

Article 17: Transfer of Funds not to exceed $250,000 from free cash to FY2026 General Fund Budget

The Town and the Fire Union have worked collaboratively, but have been unable to reach an agreement on their collective bargaining agreement.  It is expected that negotiations and arbitration will extend beyond June 30, which means that the budgeted salary reserve would no longer be available to fund the contract.  This transfer would make certain that money is available in FY26 to fund any retroactive payments due to the firefighters.

– Public Forum: Cochichewick River Flood Study and Management Plan

Join the Town of North Andover, engineering consultant Apex Companies, and Groundwork Lawrence for a public forum on Wednesday, May 21st, starting at 6pm, at the North Andover Senior Center (481 Sutton Street) to discuss progress and initial findings for the Cochichewick River Flood Study and Management Plan.  This project involves studying the Cochichewick River, which runs from Lake Cochichewick to the Merrimack River, in order to better understand its vulnerability to flooding in the face of more frequent and intense rain events, such as what occurred in North Andover in August of 2023.  The result of the study, which was funded by the Commonwealth's Municipal Vulnerability Preparedness (MVP) grant program, will include recommendations on how the Town and key stakeholders can address flooding in the area.  For more information, visit: https://www.northandoverma.gov/946/Cochichewick-Brook-Area-Flood-Study-and-
